The founder of CPS is Chris Leech who has worked predominantly in the rail industry over the past ten years. Chris Leech was awarded an MBE in October 2007 in the Queen's birthday honours list for services to community engagement in the transport industry.

Chris has delivered a variety of community engagement strategies that have helped to redefine the rail industry’s perception of how to implement a cohesive and successful corporate social responsibility (CSR) policy.
